given the inevitable costs of restructuring,the PRTK suggests that a combination of transitional strategies need to be implemented,which mirror the approach taken to labour restructuring in other sectors(Kikeri 1997).A preferred strategy is to phase out the workforce by voluntary retirement.When this is not possible,or is insufficient,the workers may be employed casually or given reduced houre to ease the process.There may also be a need for a compensation package;generally developed countries are in a position to give longer and more generous packages than developing countries.
