Consumers could begin enrolling for health insurance on AHCT’s website at the start of open enrollment. Unlike the federal health exchange website, healthcare.gov, Connecticut’s exchange was largely free from glitches and service interruptions. Nonetheless, the healthcare.gov issues did cause some confusion for Connecticut consumers. Counihan explained, “Despite the fact that healthcare.gov automatically transferred Connecticut consumers to accesshealthct.com, many people thought that our exchange was experiencing problems. We did a November marketing push to try to dispel that confusion, and by late December we started seeing higher enrollment numbers.” Even though the site operated well, it could have been improved. Madrak explained:
