Since the FCN program was implemented in 2000, it has become the preferred method to obtain FDA clearance for food contact substances. Under the program, a manufacturer or supplier of a food contact material may submit an FCN that includes the identity and intended use of the new food contact substance, along with information supporting the conclusion that the substance is safe for its intended use.
