A leader at Gee & Jenson offers the following (quoted in Miller, 1990):
We understand that we can never get rid of checking completely. However, we can do it at the right location and at the right time, before errors accumulate and compound. This approach allows us to stop wasting time doing the wrong things or doing things wrong, with errors building on errors. We are trying to avoid having to do the job over or worse, pay a contractor to correct the errors that get through the checking /inspection/detection system.
