Policies and procedures for dealing with wastes are therefore
required at an urban level and also need to be based
on a national approach, in order to avoid simple transference
of problems to neighbouring areas. Planning policies
and site design for subsequent re-use/recycling/reclamation
need to be better defined. Active use of recycled,
re-used and reclaimed materials should be encouraged
through policies and planning. Strategic decisions about
waste should be taken with the involvement of the local
community, since alternatives to current practices can be
made workable only if the community subscribes to the
modification of behaviour (Pitts 2004)
