Multimedia Message Service (MMS) [2] or downloaded or recorded beforehand and stored in the device when being
played. In other types of applications, media contents are deployment, service standards for the variety of mobile video
applications have been specified. Among these, the most important ones are those developed by the 3rd Generation
Partnership Project (3GPP) [2]~[5] and the Digital Video Broadcasting (DVB) Project [6]. There are similar standards
developed by other standardization bodies such as the 3rd Generation Partnership Project 2 (3GPP2). The Open Mobile
Alliance (OMA) has developed some standards that try to make services such as MMS and broadcast interoperable between different families of standards by specifying common application layer for each service. The service standards are based on and integrate other standards such as video codecs,storage file formats, and transport protocols, which are
specified by other standardization organizations like the Video Coding Expert Group (VCEG) of ITU-T, the Motion Picture
Expert Group (MPEG) of ISO/IEC and the Internet Engineering Task Force (IETF).
