Fig. 5 shows a non-uniform development of maturity: the IT dimension is over-developed if compared to the others, while there is a lack of development in the Organizational Structure dimension. This difference could be explained by the lack of clear indicators, objectives and programs for the management of energy consumption, as well as of a deep sharing of the energy problem and of a widespread involvement of people. The over-development of a dimension is therefore ineffective when it is not followed by a comparable development of the other dimensions: in this case, adequate tools for the measurement and control of energy performances cannot be effective if there is not a deep sharing and involvement regarding energy problems.
