In the case studies, it was found that the schools concerned had actually
started planning and exploring ICT implementation before the announcement
of the government’s strategy. At this point in time, some achievements like the
establishment of an ICT infrastructure were more tangible while the impact of
implementing ICT on teaching and learning was more difficult to detect,
though arguably the most important. It also was found that institutional
innovation or reform experience was a strong contributing factor towards the
success of ICT implementation. Strong school-based initiatives were crucial in
bringing about success at both the school and classroom levels.
