Linking the physical components with key drivers is very
useful for ease of presentation, but is a simplification of reality.
Public health is the primary driver for waste collection (component
1) – but health and safety are included as an explicit criterion in
assessing all three ‘quality’ indicators 1C, 2E and 3R. Similarly,
environmental protection is the primary driver for component 2,
where the focus is on waste treatment and disposal – but environmental
protection in collection and in reuse and recycling is
considered as well, in at least two criteria under 1C and as an explicit
criterion under 3R.
