An RVP’s business planning responsibility also involved delivering on the budget set by the Home Office. With the addition of an administrative budget to cover travel, training, meetings, and special events, these regional budgets were otherwise a roll-up of the district budgets. RVP’s were free to allocate budgets across districts. They also had a pool of labor hours, assigned by the SVP, to use for training or allocating to stores for additional hours to be spent on particular initiatives such as the copy center.
