Japanese people are generally very punctual, because not being so is regarded as inconveniencing others, especially people above you in rank or social status - e.g. bosses, teachers, and so on. Amongst friends or equals it's more allowable, but still, being habitually late is regarded as a serious character flaw.
That being said, having lived in Switzerland for many years I'd say the Swiss are just as concerned about punctuality as the Japanese, if not more so. It's no wonder that public transportation runs on time most of the time in both countries.
