In sum, the four SEA case studies disclose the limitation and
constraints in current practice as well as the absence of its integration
into the planning process, and both surveys highlight closely related
issues that need to be addressed carefully to achieve the integration of
SEA into planning and decision making process. These are the legal
framework and public participation including ancillary issues of
access and quality of data. In addition to support the integration, these
two key issues are closely linked to expectation on SEA resulting to
better environmental governance.
