In 1990, a project was created to develop a range of practical tools within a coherent framework that could easily be used by trainers and line managers in all kinds of organizations to help them progress toward being a learning organization. The formal aims of the project were to: 1. create a working approach that was non-prescriptive, but which nonetheless could be used to guide action and achieve measurable change and performance improvement, 2. create a simple but robust framework within which a set of practical tools could be located, 3. identify existing tools which could be incorporated within the framework, and 4. design and trial new tools to complete the framework where gaps were identified. The learning organization is not a goal to be achieved but a way of thinking about what an organization needs to be like in order to ensure its survival and success in the future. The tools developed in the project were designed to help an organization identify whether it is making good use of the learning potential and opportunities available to it and, if not, what to do about it.
