The approach of analysis in this study focused on the accessibility and attractiveness of water transport service, one the value information for analysis was gathered through the opinion of passengers (130 samplings) who involved in service utilization. This approach has achieved widespread recognition and it is believed that involving of direct target of the service will generate useful information for further shaping the service environment and sustainable service management. Public participation is therefore one of the most effective ways of encouraging an appreciation of the service.
