The MIC will be designating “Software Development Districts” in areas where many software companies are located. These districts, which will be linked by a network, will be developed into the software “Silicon Valley” of Korea. At the same time, the government will be changing the current policy, which directly regulates and protects a limited number of companies, to enable a smooth transition to a knowledge-based society. The new policy will provide an environment in which anyone with a creative idea can start a business and continuously grow continuously. The Ministry is planning to attract software companies and other related institutions into these districts by providing them with substantial support such as high-speed networks, low IT user fees, and low leasing fees.
The Ministry will increase support for the development of basic software technologies. In addition, it will make use of space saved by post offices and local governments to expand incubators for software start-ups. Already two hundred companies have been using such space since 1998.
