The project team members at the utility must jointly
possess adequate knowledge, experience, resources,
and composition to perform.

Knowledge in the following areas must be allocated to
the project: Project management; procurement of IT
systems; requirements management/ requirements
engineering; domain knowledge (knowledge of the
business processes to be supported); comprehensive
knowledge in prospective systems and technologies;
and law.

The strategic IT/IS management must include a
strategy for which of these competences that should be
kept by the utility, and which should be bought
externally.
Enough resources must be allocated to the project. A
few good people working with the project as their main
task are generally better than many people being less
skilled and/or working only minor part of their time on
the project, cf. Reifer (15). Furthermore, the chum of
the project team should be maintained the same during
the whole project.
