work together to develop plans to address housing needs. This
could take the form of local agreements with housing authorities to
designate a specific number of apartments in the most ‘‘suitable’’
complexes based on criteria developed by the local child welfare
agency. Similarly, the data and maps could be used to plan future
housing and transportation hubs that would co-locate affordable
housing with critical service providers such as schools, medical
facilities, mental health providers, youth serving organizations,
and other important services.
