The study of political science has shifted from institutional concepts to deal with processes and behavior of individuals of individuals and groups. Under constitutionalism there is a separation of powers, which means there are limitations for the individuals who exercise power. A state is a political community occupying a definite territory having an organized government as well as internal and external sovereignty. A government may take many forms but usually exercises legislative, executive and judicial functions.
