For the causes and conditions of debt it has been found that, 68.5% of the government teachers started to get indebted since they’d entered government official life. The causes of debts are the three followings respectively; (1) to buy or pay by installment for cars or motorcycles, (2) routine living expenses, and (3) to buy or build their dwellings. Most of the debt is loaned by the three following respectively; (1) teacher saving banks, (2) government banks, and (3) the Teachers’ Council welfares. The burdens of debt are mostly between 100,000 – 1,000,000 baht, the repayment periods are between 16 – 20 years, and the outstanding payment can be calculated into 31%.
The 3 key causes of outstanding payment respectively are (1) they have many other debts, (2) the household expenses are too high, and (3) the monthly income is decreased. The periods of having outstanding debts are mostly between 1-10 years and the decisions to get indebted mostly come from themselves. The debts mostly have been done with lending contracts and guarantees. There are sufficient needs for borrowing. In the past 1 year there were 36.6% of government teachers who decided to borrow money and most of them (74.4%) have debts that are in normal condition and help-in-need condition, however, some of them (6.7%) have debts that are in critical condition. Totally, among all the teachers who did the questionnaires, 81.1% are indebted.
The need of the government teachers to solve the debt problems are averagely rated at the “highly require” level. And it’s been found that the aspects that are needed to be resolved most in this level are the teaching profession development, average point is 4.36; extra-income provision, 4.22%; debt burden reduction, 4.15%; and welfare promotion, 4.11%. The result of the study found that the need of the government teachers to solve the debt in the “most require” level. And the aspects that are needed to be resolved most in this level are the need in promoting the development of academic works for their salary promotion (4.51%) and the need in promoting their salary in accordant with the actual living expenses (4.50%).
The key suggestions and models of teacher debt solution are: (1) there should be activities to develop values for government teachers to be sufficient by adapting the sufficiency economy philosophy to their everyday life; (2) there should be the promotion of the recompense from doing their academic position promotion; (3) there should be the promotion in position and salary in accordant with academic position and there should be the development of the profession which can help earning extra income to agree with actual economic condition; (4) there should be the provision of debt compounding and the reduction of the loan interest; (5) there should be the provision of low-interest loan and the extension of debt repayment period for the government teachers; (6) there should be more welfare to reimburse the educational fares for their children; (7) there should be the increase of welfare for accommodations in hire purchasing and borrowing for building in the low interest rate; (8) there should be activities and campaigns to change their thoughts to be economical, live their life sufficiently, and try to reduce their expenses; (9) there should be educational activities to provide
knowledge to increase their household income; and (10) there should be the reduction of any other sources of loan which might have potential role in letting the government teachers borrow their money.
