The ministry of foreign affairs presents its compliments to the diplomatic missions snd the international organizations in japan (hereinafter referred to as the missions) and has the honour to inform the latter as follows.
In 2014 the total number of illegal parking cases of motor vehicles owned by the missions and their members which was reported to the ministry was 216. The ministry wishes to draw the missions attention to the fact that some motor vehicles have repeatedly violated the parking regulations.
The ministry feels regretful for the said illegal parking cases and requests the missions to take necessary measures for their members and their families to avoid illegal parking regardless of whether it is caused during their official functions or not. The ministry also requests the missions and their members to pay the traffic infraction fines caused by illegal parking based on the provision of the vienna convention on diplomatic relations 1961 stating that without prejudice to their privileges and immunities it is the duty of all persons enjoying such privileges and immunities to respect the laws and regulations of the receiving state.
To the missions whose number of illegal parking cases is overwhelming or whose members have repeatedly violated the parking regulations the ministry will draw their further attentions individually.
