In l986, the World Bank loaned Nigeria US $164.3 million for
improving all aspects of solid waste management in Lagos. By 1994, this
project was considered a failure “inasmuch as only one-third of the city’s daily
refuse output could be collected” (Western African Department, 1994, 11).
The country’s political software was too weak to handle this project.
Complicating this situation was tension among the various levels of
government, preventing any form of contractual obligation and joint venture
activities among the l5 local councils then existing in Lagos.
