Although the SLER may limit the number of fishers with
use rights, this may not be sufficient to ensure sustainable
fishing. This section proposes a combination of regulations
and financial incentives to achieve sustainability. In
addition to these, two other policy instruments may be
used to manage the SLER. First, the transfer of control of
resources, at least in part, to the local population, is
expected to induce local users to voluntarily conserve those
resources, as they are likely to see the long-term benefits of
doing so. Second, government expenditures should occur,
especially to build ability, in the process of creating a
Forum to manage the SLER.
