II. ALIGNMENT DIFFICULTY
There are lots of evidence about disability of organizations
in using of information technology, which this problem is
because of misalignment organization and strategy of
information systems. To illustrate and more clarification of this
issue, we can use studies of Standish Group's that is called
"Chaos Chronicles" and are over 8380 Information Technology
projects and over 800 companies. They have expressed: 16% of
projects implemented correctly and successfully. 31% of
projects were left incomplete during development. 53% of
project implemented with more cost and time than plans and
agreement [12]. Our model is suggesting a very important key
factor that is inspired of Zaitar and Ouzarf model for successful
ERP implementation in organizations, and that is "information
system governance ".
An effective alignment between organization and IT must
include four domains of selecting strategy. These domains are:
organization strategy, organizational infrastructures
(organizational processes), IT strategy, and information
systems' infrastructures (information systems processes). The
matter of business strategy is how to achieve competitive
advantage in a particular industry and market [4].
