1.2. NATIONAL ADMINISTRATION:
Lao PDR divided national administratively into 4 levels: central level or government level (14 ministries), provincial level (17 provinces ), district level (138 districts) and village level (11,640 villages). History of national administration changed by national development government policy and environment of international tendency. Before 1988 the national administration system characterized by centralization. National government determined a plan for development in the nationwide. Local authority administration organization level
likes provinces, districts and villages must be play the role to implement the plan of the national government. Since 1999 the government of Lao PDR began to implement the new policy from centralization to deconcentration process which permitted to provincial and district authority formulated a plan and budget for development of each province and district by themselves.
