Comprehensive Livelihood and Emergency Employment Program (CLEEP)
The Comprehensive Livelihood and Emergency Employment Program (CLEEP) is an inter-agency initiative that aims to provide emergency employment and funding for livelihood projects to the poor, returning expatriates, workers in the export industry, and out-of-school youths. It has two objectives: (1) to build the capacities of workers to enable them to compete in more demanding job markets and (2) to create as many jobs as possible in the least amount of time through investments in public works and enterprise development.
