A youngish(还年轻的) labour pool(资源, 石油层) still exists in America and much of Western Euope----but not the one that most employers want. Six out of ten American 20-year-olds cannot add up(合计) their own lunch bills. Most black teenagers are unemployed in inner-city(市中心) slums(贫民窟) in America and Britain. In the EC unemployment(失业人数) is still hovering(盘旋) at around 10% of the workforce---but half of these have been unemployed for over a year. Sadly, many such workers are unemployable(不能雇用的)-except by those few companies that are willing and able to offer(提供) remedial(补救的) education or training. Mrs Elizabeth Dole, America’s secretary of labour, warns of a “skills gap”.
