The Consistency Ratio (CR) of the PCM was used to indicate
the overall consistency of the PCM. This ratio was influenced by
homogeneity of factors in each group, the number of factors in
the group and the extent of understanding on the decision problem
(Saaty, 1993). According to Saaty (1980), a CR value of less
than 10% indicates consistency of the matrix. The value of CR
was 0.0187 for this study, which was less than 10%, indicating
consistency of the PCM, a good understanding of the decision
problem and good homogeneity of factors in each group (Kontos
et al., 2005; Saaty, 1980).
