Risk is not as same as the size of cost or a loss.
Some of the costs we expect in daily life are very large, but they are not a threat to our ambitions because they are reasonably predictable and are already allowed for in our plan.
The real risk is that these costs will suddenly rise in an entirely unexpected way, or that some other cost will appear from nowhere and steal the money we've set aside for our expected outlays.
Risk is the potential that a chosen action or activity (including the choice of inaction) will lead to a loss (an undesirable outcome)
