As countries adopt democratic processes, they also learn toinvolve key interested parties in important policy dialogue.Participatory processes provide opportunities andmechanisms for discussing, formulating and debating policyreform and, as noted, permit policy managers to adapt andrespond to opportunities and obstacles to reform andcapacity building. Reforms emerging from this process maybe perceived as more legitimate by all interested parties, thusenhancing the prospects for successful implementation.Consensus building at each stage always involves individualsand groups with different motivations, visions, andexpectations about policy reform.
