Process fugitive emissions come from a process or piece of equipment away from the main vent or stack. The fumes escape from valves, pumps, compressors, access ports, and feed or discharge ports to a process. Control techniques include leak detection and repair programs to seal the leaks. Further, the use of sophisticated pump seals, as well as valve and valve seals, can reduce emissions. Control techniques for organic or inorganic vapor emissions from area fugitive sources such as lagoons and ponds are very difficult to implement. The best approach is to reduce sharply the hazardous pollutant before it goes to the lagoon or pond and becomes a hazardous air pollutant.
