Dear Hombo san
Each of container were sent to HCPT is under transporter responsibility (TSM) and the container must
be in good condition before send. This had been informed to all transporters involved in the recruitment of
goods from HCPT. Due to TSM no opportunity to check the condition of container, then only HCPT can check.
If HCPT found that the containers is unsatisfactory (dirty or defect) HCPT can reject it or ask for a new replacement
immediately.
In my knowledge, HCPT will inspect before loading the goods into containers.
1) Check the 7-point (see attachment)
2) Check for leaks by closing the door - the light guide.
3) Spray water
Here at TSM performs enforcement inspection no. 1 & 2 and if found some defect, the carrier of container service
will send their team to repair (welding) or switch to another and it’s depending on the level of disability.
I have sent an email to the transporter involved to check the container prior to and at the same time ask HCPT to enforce existing rules.
Hope both of us have mutual or same understanding.
