Money matters loom large in e-government projects. For example, e-government has to work within the confines of public sector budgeting procedures. Related to this, e-government also has to work within the confines of available finance. Changing the reality of the finance available is not easy, but successful hybrid approaches to finance are now combining private sector ideas with public sector values.
