The shared assumptions, values, and norms that form an organization's culture can influence strongly how members gather, process, and share information. Learning organizations have strong cultures that promote openness, creativity, and experimentation among members. These values and norms provide the underlying social support needed for successful learning. They encourage members to acquire process, and share information; they nurture innovation and provide the freedom try new things, to risk failure, and to learn from mistakes. Hewlett-Packard, for example, has strong values and norms fostering innovation and experimentation. Members are encouraged to think and behave differently. Mistakes and errors are treated as a normal part of the innovation process, and members actively learn from their failures how to change and improve both themselves and the organization.
