Many elements of ‘new governance’ are not new at
all and some, for instance, public participation, have
long been advocated as a good model of governance.
Some governance theorists attempt is to seek to combine
new and old ideas to make them more comprehensive
and to come up with a balanced scorecard. Inter-agency
and inter-societal networking is increasingly becoming
important because of the capacity to regulate complex
transactional interdependency issues in modern administrative
states. Because the studies on networks and networking
involve multi-disciplinary approaches in social
science, it is difficult to be precise and comprehensive at
the same time. With this caution in mind it is important
to attempt to identify the most relevant antecedents of
network formation and form.
