CERTEC, which was founded by Joaquim Casal in 1992, has been accredited as an assessment body by the Regional Government of Catalonia since 2006. However, it has been involved in this field since 2002. Prior to acting as an assessment body for the Catalan government, CERTEC carried out this role for Barcelona City Council, taking into account the major accident legislation in force in the city at that time which was the Municipal Bylaw named OMAIIA (2001). As this kind of body is not found in the rest of Spain, CERTEC has also acted as an advisor and assessment body for other autonomous communities, such as the Balearic Islands.
