John Bulloch was not happy with the government ‘ s treatment of small business. New proposals in the governments ‘ s “white Paper on Taxation” promised to add more burden to the entrepreneurial and small business sector.
Canadian business typically are represented by two well respected organizations. At the local level the chamber of commerce is often social and business focus for small-town Canada, and in the larger centres it also acts as a professional organization. It also provides important services to the community. Two of the more well known services include (a) direct business services and (d) a forum for discussing the pressing issues and problems of the day.
The direct business services includes providing business insurance programs for employer and employee alike, access to health and medical coverage, and investment and retirement programs. Luncheon or dinner meetings are held, usually monthly, and special guest speakers are invited to speak on the primary topics of the day. At the national level the Canadian Chamber of Commerce has an executive director and an economist, both of whom lobby various governments on behalf of the membership.
However, the Chamber at that time played a different role from what some people believed was needed to be representative of small business interests.
