The tackling of PSRs in the workplace by European labor inspectorates is not conducted in a uniform manner and varies from country to country because of factors such as (1) the different legislative background of each country, which determine a labor inspector's intervention framework; (2) the different levels of a labor inspector's training; and (3) the different levels of health and safety culture of employees and employers. These differences constitute barriers in the implementation of a holistic approach in tackling PSRs in accordance with the guidelines and directives of international organizations dealing with health and safety at work [5], [8], [13], [14] and [24].
