In order to address the identified performance deficiencies, the researchers developed
some tools and techniques to be used by the proposed CPIO. Primary concepts of the
tools are mentioned below and details can be obtained from Ranasinghe (2011).
a) Productivity database: Integrates the productivity planning and monitoring
functions and collect and store the productivity data, issues and possible solutions.
b) Task based activity planning tool: This template helps to estimate the possible
productivity losses on activities by dividing activities into its tasks and processes and
assessing the realistic impacts of the inputs and resources of each task or process on
final man hour requirements.
c) Tool time observation and analysis tool: Under the proposed system, continuous
use of tool time analysis techniques to be used on each selected activity has been
suggested. This helps to assess the ongoing activity performance and estimation of
possible productivity losses and ensures the continuity of productivity improvement.
d) Productivity Improvement Plan: Defines the specific activities to follow,
responsibilities of individuals, measures required to assess the estimated productivity
performances, possible solutions for identified issues and the timing of the preventive
measures.
e) Activity Productivity Improvement Teams: Activity based productivity planning
and continuous reviewing process is going to be performed with the participation of
all the parties impact to or who are impacted by the activity.
