According to the Land Law, land of the Lao PDR is under the ownership of the national community. An individual or organization, either Lao national or foreigner, is not entitled to own land. However, a "Land Use Right" which represents a long-term or permanent right to use the land can be acquired. In this regard, the Land Use Right includes the right to use, usufruct, transfer, and inherit land and also prevents others from using such land. Only Lao nationals or entities are permitted to hold the Land Use Right in the Lao PDR (100% of the shares must be held by Lao Nationals). For foreigners or foreign entities, including joint ventures between Lao nationals and foreign investors, Land Use Rights can be held by way of lease or be granted through concessions on land.
