4. Timeline to return to work and actions that have to be taken
Depending on how fast you take the required actions, you can possibly return to normal operations by tomorrow afternoon or this Friday. You will need to do the following:
a) Gather all your site people that have returned to the office and have a full 1 day training on HSE covering the following topics:
a. Analysis of Severe Injuries in PPMV and Root Cause discussion (I will send you the material in next hour or so)
b. Rules and Responsibilities in Field Service (every person must know what the rules are on site and also what is their responsibilities towards their own safety and that of their colleagues). Service manager / Project manager / operations manager / field service technicians
c. What to do before to start work: Risk Assessment, method statement, permit to work.
d. Seven Steps and LOTO (For those that do not have a 7 steps poster - I will issue you with a 7 steps poster that must be printed and taken to every job and displayed at the work site)
e. How to verify the SWGRs is energized : do you have right equipment?
f. PPE : Do we have the right PPE and is it being used at all times on site?
g. Comments and Improvement Areas (we need documented proof about comments and improvement areas identified during your training/ discussions
b) Please ensure that you LBU/LPG HSE manager is taking an active part in the training.
c) You are required to make an attendance register and advise those that have attended the training face to face and those that participated in the training via telephone. You should try your best to get the people at the office but if it is not practical or possible, then you should ensure that they are able to join by phone.
d) Once you have completed the training, you have to confirm completion with your LBU manager and also send me the attendance register and confirmation that the training was actually done and then you will be able to mobilize your people to site. Any person that did not have the 1 day emergency training with you will not be allowed to return to work on site. For certain current critical jobs which you have received permission to continue work on site, these people must be trained afterwards.
5. Follow up
You will receive an email invitation from Ella inviting you to a call tomorrow at 13h30 CET, where Bruno, Burhan and Carlos will address you once again on the site safety call. You will have to invite again your project managers, operation managers and supervisors to the call.
