The U.S. Department of Health and Human Services found that supervisors of part-time employees were strongly in favor of part-time employment. Welfare case workers in Massachusetts who worked 20 hours a week had a lower turnover rate and higher caseload contact than did full-time employees. State government agencies in Wisconsin found that actual working hours among perma-nent, part-time social workers, attorneys, and research analysts equaled or exceeded the actual working hours of full-time employees.
