probably initiated by Turner and others in late 1960s, albeit indirectly, through their focus on
incremental housing. Since then, however, it has slowly come to be recognised as the primary
mechanism through which residents of these settlements can improve their living conditions, andthere are extensive papers written about it. However, there is very little agreement on a
standardised approach. In this regard, there are similarities with the community participation
debate of 1980s, which never did achieve a satisfactory level of agreement.
