The tools used were a 10 activity packages, Thai subject lesson plans, Thai reading and writing achievement tests, and the questionnaire asking the students’ opinion. The data were then analyzed and presented in terms of mean and standard deviations. The results of this study were as follows: (1) activity packages to develop Thai reading and writing skills for the was 80.02/78.64 which was above the criteria set at 75/75; (2) Thai reading
and writing achievement after learning through the activity packages was higher than before learning; and, (3) the students had a high level of positive opinions on using activity packages to develop their reading and writing skills in form, content, evaluation, and instruction with 3.81 average.
