From time to time, school districs will have reason to dismiss tenured personnel, many cases, dismissal is not so much a reflection on the individual as it is on the recruitment, selection, placement, and appraisal processes. As almost everyone knows, there are personnel whose immoral, intemperate, or insubordinate behavior leaves the administration no choice but dismissal. Legal channels exist for accomplishing this purpose. But the individual whose regressive inefficient becomes the cause for dismissal proceedings is another problem, especially if the cidence of such cases is excessive. Although the reasons why competent person gradually become incompetent have not been clearly defined, there are grounds for assuming that some of the responsibility lies with the institution. Some staff members stagnate because of lack of opportunity; some bcome inefficient because excessive teaching loads; some fail because of lack of proper supervision; some become embittered as a result of a lack of adequate grievance procedures; and some do not succeed in spite of their willingness.
