1. Introduction
There is a growing youth employment crisis: worldwide, youth are three times as likely to be unemployed as adults [17]. Contributing factors include the disengagement of youth from education as well as a changinglabor market that can no longer absorbyoung workers with minimal qualifications [21]. Contemporary international reports on the changing nature of the school-to-worktransitionmakeit clearthat, despiteourstrong economy, Canadian youth are at-risk and experiencing both educational disengagement and unemployment at rates similar to their counterparts worldwide [27]. Work-based education (WBE) is one of the most frequently recommended solutions in Canada [6] and around the world [27]. This implies that WBE serves as a protective factor and encourages resilience in youth in the face of risk or adversity.
