Before Lindblom made the incrementalist idea more academically legitimate ( and pompous ) by dubbing it “ disjointed incrementalism,” he called the concept “ mudding through.” Muddling through, as a term, not only is a more colorful description of the policymaking process, but is also clearer and self-explanatory.
