Taylor sought to establish principles of scientific management that could
be applied across all organizations, whether public or private, thereby leading to higher yjelds and improving the standard of living for everyone. Higher yields would lead to fewer incidents of favoritism and political patronage because everyone eventually would understand that all persons would benefit from neutral rules equitably applied. He would have been appalled at the suggestion that political and administrative decisions are similar in content. In Taylor's view, the proper method of shoveling coal does not depend on political considerations, nor does it result in political consequences. It
depends on the science of human labor.
