Successful implementation of the EQMP faces a number of constraints. Although Thailand has developed environmental database and information systems based on PSR indicators, a lack of financial and technical capacity hinders data organising, processing and reporting. Government policies tend to lack continuity and clear goals, and are only weakly integrated. The process of fiscal and administrative decentralization, designed to improve environmental performance, is slow and incomplete, and local governments still lack the capacity to tackle environmental problems such as waste management. The use of economic instruments, such as user fees, is politically contentious. An ongoing debate on the appropriateness of water pricing for small farmers has delayed passage of the Water Resources Act for several years.
