Please refer to our weekly meeting last Wednesday 7th, Sep 2016, I raised a concern over the Chemical Wastes generated from the grouting activity in the decline. I asked TRC & Kenber to handle these wastes with care as there is a stringent laws regarding “Hazardous Waste” handling and disposal. I’d asked TRC & Kenber to come up with a proper Chemical Waste Disposal Plan. Both TRC & Kenber noted and agreed to set up a plan as soon as possible.
Upon arriving site yesterday, I went to see Khun Nutchanon following up this sensitive issue with an aim to seek some information regarding the amount of the wastes generated/stored and the progress of the waste handling and disposal plan. It’s very regret to hear that hardly anything done nor anyone aware on the issue. Nobody aware even the waste characteristics and the Waste Handling Procedure for this project. I asked Khun Nutchanon to show me the waste segregation and storage area, it’s unbelievable that these hazardous chemical wastes were removed from site and stored at the “Kok Sawang” community house with Kenber’s management consent. How come did TRC HSE team allow Kenber to store these waste in the community center which is indeed one of the sensitive location. There are roughly a hundred black plastic bag full of the waste piled up in the rental house including substantial amount of emptied chemical containers. Please see the attached photos I took from the scene yesterday. The house where these wastes are kept is very close to Kenber’s camp where TRC’s Senior HSE Supervisor is staying.
In the weekly meeting yesterday, this issue was discussed again but without any progress. I therefore, called a meeting among all Safety Officers today and advise them to expedite the waste handling and disposal plan including transfer all hazardous waste from the “Kok Sawang” community which is an illegal and unacceptable practice back to site before defining the final disposal solution. This is very urgent to mitigate the risk that APOT/TRC may be sued with violating the Hazardous Waste Management Laws.
Please kindly request Dr. Kullapat to look at this issue with priority because there was a lesson learnt at Maptaphut area where a plant manager was punished to jail due to the maintenance sub-contractor disposed his “Rockwool” waste in the public area.
