Whereas some commentators look for universal issues, others are more
concerned about understanding their local contingencies. Researchers in the USA
typically assume that the focus of HRM is on the well-being of the organisation.
On the other hand, in many other countries, commentators tend to be more
critical and to take account of a number of stakeholders whose interests do
not always overlap – and they are less than committed to the idea that the
shareholders’ interests are always paramount. This is summed up in a quotation
